Approval of a mandatory nighttime curfew for Bob Hope Airport would change aviation activity in and around Burbank. While the current voluntary airline curfew and the mandatory Stage 2 curfew have reduced the number of nighttime flights at Bob Hope Airport, an FAA-approved curfew would end all air travel from 10 p.m. to 7 a.m., with few exceptions.

But exactly how would approval of a mandatory curfew affect nighttime travel?

With passage of a mandatory curfew, the type of flights will remain the same:
  • Passenger Airlines: Southwest, United, American, Delta, Alaska, US Airways, and JetBlue.
  • All-Cargo Airlines: FedEx, United Parcel Service and Ameriflight.
  • General Aviation: This includes a very broad range of aircraft, from business and privately owned jets to recreational aircraft and helicopters.
The number of flights under a mandatory curfew would change. The consulting team preparing the Part 161 Study for Bob Hope Airport developed flight forecasts for the upcoming years to determine the average number of nightly flights that would be eliminated with a mandatory curfew.

Forecast of Nightly Flight Operations Eliminated with a Mandatory Curfew

Year: 2008 Year: 2015
Takeoffs Landings Takeoffs Landings
Passenger Airlines 3.2 4.2 6.1 5.7
Cargo Airlines 15.2 14 14.9 11.2
General Aviation 3.6 4.8 4.4 5.8
Total: 22 23 25.4 23.4

Night operations allowed under a mandatory curfew are limited to delays for reasons beyond the operator's control. These flights would be permitted to operate between 10 p.m. and 7 a.m., without penalty.  These exceptions include police/fire, military and medical emergencies and aircraft in-flight emergencies. Aircraft delayed by weather, mechanical or air traffic would be allowed to take off/land during 10 – 11:00 p.m. grace period.
